Provides an overview of the social, economic and demographic characteristics of the
planning and service area. Focus is given to geographic areas and population groups within the PSA that
have special needs, specifically as they relate to low-income, minority and rural factors.

Area Plan Document
The Northeast Florida Area Agency on Aging (NEFAAA) administers federal and state
programs for seniors and their caregivers in a seven county Planning and Service
Area (PSA). The seven counties included in PSA 4 are: Volusia, Baker, Duval, St. Johns,
Flagler, Clay and Nassau counties.
